"_readme": "Vendor -> headquarters-country map, built for the decision layer's noChinaHosted data rule (archive/engine/assets/decide.mjs). Unlike models.json's prices/benchmarks, these facts are NOT refreshed by the automated Collect pipeline — they're a one-time editorial pass (2026-09-06) citing each vendor's Wikipedia infobox (or, where no independent article exists, the company's own LinkedIn/About page). Spot-check before leaning on this for a compliance decision. country is one of the ISO-ish plain-English labels below, or null when no source could confirm one — a null is kept OUT of any noChinaHosted exclusion (unknown is never treated as a match), and archive/engine/assets/decide.mjs surfaces that as an assumption line so the caller knows the filter didn't fully clear that vendor. Every vendor in scripts/naming.mjs's VENDORS list has an entry here; a vendor added there later needs a row here too, or the noChinaHosted rule silently treats it as unknown (which is safe, but worth noticing).",
